Community Housing Improvement Program
The City of Shelby in partnership wiht the Richland County Commissioners, has received Community Housing Improvement Program (CHIP) funding through the Ohio Department of Development. These funds are used to improve the housing stock in Shelby and Richland County for low to moderate income citizens. The City has contracted with Ohio Regional Development Corporation (ORDC) to administer its program.

Program Information

Owner Rehabilitation. The purpose of this program is to rehabilitate single family housing units, which are owned and occupied by low- and moderate-income households. Eligible items for this program include: installation and/or repairs to foundations, roofs, gutters, electrical upgrades, plumbing, furnaces, hot water heaters, insulation, windows, doors, accessibility improvements and lead-based paint abatement.

Home Repair is an activity to help preserve housing by providing limited assistance to correct specific problems that adversely affect occupant health and safety and/or structural integrity. Examples of this activity would be to address two or three systems of a house: a roof, a furnace, hot water tank, or an accessibility ramp.

Owner Home Repair is an activity to help preserve owner-occupied housing with minor repair yet necessary repair(s). This activity is 100% grant: no mortgage is placed on the property.

Rental Home Repair (New Activity) is an activity that provides limited assistance to rental properties for occupancy by low income renters.
