Regional planning and development

IMCAL is a professional organization whose primary goal is the continued growth and development of Southwest Louisiana. This has been IMCAL’s continued goal since being created in 1972.

We provide hands on technical assistance to local governments, businesses, and individuals. Many times we are their only source of assistance. IMCAL currently has a staff of six full time employees. The educational background of our staff includes several Masters degrees, and we have many years of combined experience in the development of Southwest Louisiana. Continued training and expertise is derived from the professional seminars and workshops that are attended by the staff on a regular basis.

IMCAL’s board of directors is comprised of elected and appointed officials from throughout the five parishes and eighteen municipalities of Southwest Louisiana. It is by the support and involvement from our board that we are able to stay abreast of and address the issues affecting our region.

IMCAL receives federal and local funding and is governed by applicable federal legislation as well as by our board of directors.

The need for a regional approach to the challenges in Southwest Louisiana, and a center of excellence to address these problem, is perhaps more prevalent today than when the Commission was formed. IMCAL has come a long way since 1972. Although areas of emphasis have changed somewhat over the years, one fact still remains: coordination, objectivity, impartiality, and a comprehensive approach to a regional development are still the cornerstone of IMCAL’s existence. We do this, not only because we are the Federally designated Regional Planning Commission, but because we are dedicated to the continued growth of Southwest Louisiana.

Title VI Statement

Title VI of the Civil Rights Act of 1964, prohibits discrimination based upon race, color, and national origin. Specifically, 42 USC 2000d states that “No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.” The use of the word “person” is important as the protections afforded under Title VI apply to anyone, regardless of whether the individual is lawfully present in the United States or a citizen of a State within the United States. In addition to Title VI, there are other Nondiscrimination statutes that afford legal protection. These statutes include the following: Section 162 (a) of the Federal-Aid Highway Act of 1973 (23 USC 324) (sex), Age Discrimination Act of 1975 (age), and Section 504 of the Rehabilitation Act of 1973/Americans With Disabilities Act of 1990 (disability). Taken together, these requirements define an over-arching Title VI/Nondiscrimination Program. It is important to also understand that Title VI and the additional Nondiscrimination requirements are applicable to Federal programs in addition to programs receiving federal financial assistance due to the Civil Rights Restoration Act of 1987.

§523. Notification of the legislative auditor and district attorney

A An agency head of an auditee who has actual knowledge of any
misappropriation of the public funds or assets of his agency shall immediately
notify, in writing, the legislative auditor and the district attorney of the parish in
which the agency is domiciled of such misappropriation. The district attorney, or
other prosecutorial agency, notified of such misappropriation may request audit
assistance from the legislative auditor with respect to the misappropriation.

B. For the purposes of this Section the terms “agency head” and “his agency”
shall have the same meanings as provided in R.S. 42:1102.
